The CWI Kindergarten was founded by Mme. Soong Ching Ling in 1949 with the guideline of "May the healthy growth of small seedlings" and commits to the mandate of "being experimental and demonstrative" proposed by Mme. Soong and Premier Zhou Enlai.

　　For 60 years, by adhering to Mme Soong's thoughts of "Give Children what is Most Valuable", the pre-school education has established the concept of “letting each child grow happily and develop in a harmonious way" through proactive exploration, formed and improved step by step the survival-oriented courses which emphasize on "learning to live, study and become a moral person" centering around the objective to cultivate children who are "developing in an all-round way, healthy both physically and mentally, self-reliant, confident, competent in operating, and creative in thinking". Many children grow healthily thanks to the industrious and diligent efforts of all faculty.

　　Sixty years has seen the Kindergarten being relocated from Wuyuan Road to Jinqiao Development Zone and then being settled in Kangqiao. In September 2009, the Kindergarten had its branch completed in New Jiangwan Town, Yangpu District. It has set up totally 40 classes at Kangqiao and New Jiangwan Town, with the capacity to accommodate over 1,000 children together. After being relocated and expanded for several times, the Kindergarten has born innumerable achievements, including the honorary titles of Shanghai Exemplary Kindergarten, Shanghai Model Institution, Outstanding Female Workers’ Organization, Shanghai New Long March Pace Setter, Shanghai Advanced Institution of Kindergarten Education, Shanghai Model Female Post, Shanghai Safety Institution, Shanghai Outstanding Institution for Management of files, and Shanghai Class A Creditworthy Institution on Finance and Accounting.
