Huge Investment in Hardware and Emphasis on Teacher Education-Exploring One of the Sources of Power of the Basic Education in South Korea

  A country’s education cannot evolve without the support of the government, especially for South Korea, a country with distinct national characteristics. Starting from the poor and backward 1960s until today, the 40 years of economic development and social modernization of South Korea, has brought its people in all walks of life to come to realize the importance of knowledge and technology for a country’s long-term development. Therefore, the growth rate of investment in education by the government of South Korea and their attention to education are leading in the world.

  Recently, invited by the Korea-China Education Cultural Exchange Center, the author paid a week-long visit to South Korea with the Education Delegation of China Welfare Institute. This purpose of the visit was to know the current situation of education in Korea, including its educational concepts, the hardware equipment in schools and the application of information technology in teaching. As South Korea was deeply influenced by the Confucian ethics of China, the author’s South Korean education visit was always accompanied with the familiar and intimate feeling. A week is not a long time, but the similar cultural backgrounds and education pursuits may bring more comparability and interoperability.

  The Korean nation is famous for the deep love with the song, dance, drum, skill and other arts. Even in the 15th century when the Korean characters were not invented yet, they had been known for their arts. Hence the author with the delegation was firstly scheduled to visit the Sunhwa Arts High School, a brand school in South Korea, and we were all amazed by its hardware settings. As an art school, it is enviously good enough to have its own theatre. If this theatre can even compete with the Shanghai Grand Theatre, would you believe? But that is the fact - the shining floor that may even mirror the people, first-class equipments, warm and splendid decoration and wide seats. The visitors cannot help envying the students here. Even as the audience, it is an enjoyment of watching the performance in such a theatre. If you can perform here, it would be an unforgettable experience in life. Growing up in such a theatre, the students would definitely become art “fanciers”. The old saying goes like peeping a spot to see the overall picture. In such a school, you will know why “South Korean Fad” is so popular.

  As the peer of the elementary education, we have seen quite a number of school mottos, but the motto of Sunhwa Arts High School made us purely sense the spirit that South Korea emphasizes- Revere Heaven, Love People and Treasure the Country. Especially they put “Revere Heaven” the first, which vividly and incisively present the Korean’s reverence for family ethics and homage to moral cultivation. Here is the principal’s explanation, “As people grow, their knowledge also grows. But their moral will become less. A person with morals will be of great value, but a person without morals is equal to the destructive power.” It is true. In South Korea, when a researcher’s clone technology was exposed as forging, he immediately dropped from a “national hero” to a “national scum”. This is the accumulated power of moral education in South Korea. Therefore, in terms of a mind of clemency and sincerity, it is educators’ pursuit from the aspect of teaching, and it is the harmonious power of sustainable development from the aspect of a nation.

  In a week’s time in South Korea, the delegation got in touch with many local teachers. Thanks to the accumulation of economic strength and the historical tradition of putting emphasis on education in South Korea, the teachers in South Korea enjoy high social status and treatments. The schools in South Korea do not follow the principle of “Work More to Earn More”. Instead they stress that the most important thing for the teacher is to use the mind and heart to build efficiency. Therefore, in South Korea, the schools do not require teachers do more but do good deeds. Looking at the sophisticated equipments in the school, from the multimedia projectors and televisions in the classrooms to the huge display screens in the computer rooms and other facilities, we can tell the explicit signal sent by the government - as long as you name something you want to do, we will provide you all you want! Perhaps it is under such a situation that the teachers shoulder more pressure, but they also have the space and power for progress and breakthrough.

  Teachers are the soft power of school education. Hence cultivating a group of teachers with both great morals and skills is the foremost thing for South Korea’s education. For this aspect, besides carrying out the pre-service education that employs the professional teachers to cultivate teachers, they also planned effective and varied vocation continuing educations to train teachers. The South Korean education organization has set up professional institutions. With their operation, the South Korean teachers have independent and targeted degree training. The abundant visits and exchanges provide teachers with the opportunities to go abroad. Teachers in different places of South Korea must move within certain years. The move of teachers, under the guarantee of income and reward system by the government, not only balance the quality education resources but also make the teachers, through new teaching experiences, grow and mature in their process of breakthroughs and overcoming difficulties.
